    For pharmacists across the globe, UAE is one of the top destinations for work. The country offers high salaries at zero taxes and a global lifestyle. It is important to note that the country has not one, but three different licensing exams. 

    Candidates have three major options. Dubai has the DHA. The HAAD  is for Abu Dhabi. And the MOH exam is for the rest of the country. They are all under different regulatory bodies. 

    It is important to understand the differences between these exams before pursuing a pharmacy career in the UAE. 

    This guide breaks down DHA vs MOH vs HAAD to guide candidates. Read this before selecting the right route in the UAE.

    Understand the Basics

    The UAE healthcare system is regulated at the emirate level. The licensing process is governed by the authority of that region. 

    Dubai Health Authority or DHA

    • Dubai

    Ministry of Health or MOH

    Northern emirates like 

    • Sharjah
    • Ajman
    • Umm Al Quwain
    • Fujairah
    • Ras Al Khaimah

    HAAD (now DOH – Department of Health Abu Dhabi)

    • Abu Dhabi

    The aim of all three exams is to ensure that pharmacists meet professional standards.

    These exams differ slightly in structure and eligibility.

    DHA Exam: Best for Dubai Opportunities

    The DHA exam for Dubai is one of the most competitive. Dubai also has the most opportunity in the UAE and the healthcare market is thriving.

    The exam is a computer-based test. The main focus areas are 

    • Clinical pharmacy
    • Pharmacology
    • Patient care

    DataFlow verification and eligibility approval is needed before scheduling the exam. 

    Candidates choose DHA and Dubai mainly for the higher salaries and the exposure to advanced and international healthcare systems. 

    They can get work in premium hospitals or retail chains and have excellent career growth.

    It is, however, important to note that the DHA exam is slightly more competitive due to high demand. Also, the cost of living in Dubai is higher compared to other emirates.

    MOH Exam: Flexible and Beginner-Friendly

    The MOH exam is often considered the most accessible option. It is good for fresh graduates or those starting their UAE journey. The MOH exam covers multiple emirates. This is also a computer-based MCQ exam but has an easier eligibility process.

    Candidates go for the MOH exam due to lower competition compared to DHA. And because of this, there are more job openings in smaller cities and towns as well as lower living costs.

    But with this, the salaries are also slightly lower and there are fewer high-end hospital opportunities compared to Dubai and Abu Dhabi. 

    HAAD (DOH) Exam: Ideal for Abu Dhabi Careers

    The HAAD exam is now referred to under the Department of Health Abu Dhabi or DOH. It is required for those planning to work in Abu Dhabi.

    The exam is also a CBT with more focus on clinical knowledge and regulations. This exam also requires DataFlow for the exam.

    Abu Dhabi has excellent salaries and benefits with high standards of healthcare practice. There are ample opportunities in government hospitals and reputed institutions.

    However, the licensing requirements are slightly stricter. The job market in Dubai is similar in competitiveness. 

    Which Exam Is More Difficult?

    All three exams test similar core pharmacy knowledge, including pharmacology, therapeutics, pharmacy law and ethics, and clinical pharmacy.

    However, DHA and HAAD are often considered slightly more challenging due to stricter evaluation standards. In contrast, MOH is generally viewed as more straightforward

    But in the end, success depends on the preparation of the candidates. 

    License Transfer: A Major Advantage

    One important factor to consider is license mobility within the UAE.

    • License transfer can happen between the three under certain conditions.
    • Candidates can change their choice of areas later on also.
    • Many professionals start with MOH and later move to DHA or HAAD.

    This flexibility allows candidates to plan their career in phases. Across the UAE, jobs are available for candidates who have passed either of these exams. Job sites like Jobslly often carry eligibility criteria along with the job posting for different locations. 

    Eligibility Criteria

    The eligibility criteria for these exams are similar, with a few changes:

    • Bachelor’s degree in Pharmacy
    • Internship or work experience
    • Good standing certificate
    • DataFlow verification

    MOH often has slightly relaxed experience requirements compared to DHA and HAAD.

    Which Exam Should To Choose

    The decision should depend on the 

    • Career goals
    • Experience level
    • Financial situation

    DHA is for those candidates who:

    • Want to work in Dubai
    • Aim for high-end hospitals or retail pharmacies
    • Ready for a competitive environment

    MOH is suitable for candidates who are:

    • Fresher or have limited experience
    • Want a quicker entry into the UAE job market
    • Prefer lower living costs

    Candidates should choose HAAD/DOH if:

    • Target is Abu Dhabi
    • Want strong salary packages
    • Want government sector jobs
    • Meet stricter eligibility criteria

    Irrespective of which exam the candidates choose, UAE provides excellent career opportunities for pharmacists. For candidates who are thinking about moving to the UAE, it is important to understand the finer nuances of these exams before deciding. The preparation for all three exams are similar. And the time and money invested are almost the same. The only difference is in the ease of starting out.
